Agreements, Standards, Policies and Regulations (ASPR)

A term used to refer to the complete set of inter-entity arrangements that are necessary for communications services; these arrangements include national and international standards; federal, state and local regulations or other legal arrangements; or any other agreement between entities – including industry cooperation and agreements and other interfaces between entities. ASPR is one of the elements of the Eight Ingredient Framework; in this framework, it is sometimes abbreviated as “Policy.” The term ASPR is used in several of the many places the Eight Ingredient Framework is used, including, most recently, the President’s National Security Telecommunications Advisory Committee (NSTAC) Next Generation Networks Task Force Final Report (March 2006).
